William Regal is as skilled a ring technician and master of ring psychology that modern wrestling has seen. Every single one of his movements and maneuvers in the ring served a purpose and he made wrestling an art form.
One of his many finishers, the Regal Cutter, was a cut-throat neckbreaker. Using his opponent’s own body against them, Regal would grab his enemy’s far arm and wrap it around their own neck, before grabbing them with his other hand and dropping them down.
Any move that has a Cut-throat hold looks more dangerous than a normal version of that manoeuvre because extra attention and pressure is put on that wrestler’s neck. So in this case, Regal puts double the force on his opponent’s neck when he drops down, making the move look that much more impressive.
